    Philippines 1914-1917 COMMERCIAL USE OVERPRINTS Scott 284,291,292, 295, 297, 299 each with Warren Type 7 Overprint, all used , 6 varieties
    1899- 1917 Philippines United States administration Commercial Overprints on regular issue.
    Excerpts from note in Scott catalog 2021 edition p. 264: Beginning January 1 1906 all branches of the Insular Government used postage stamps instead of franking them as before. Some used manuscript, some utilised typewriting machines, but by far the larger number provided themselves with rubber stamps. The majority of these read "O.B." but other forms were: "OFFICIAL MAIL" and "OFFICIAL BUSINESS" in two lines, with variations on many of these. These O.B. overprints are known on U.S. 1899-1901stamps, on 1901-1906 stamps in red and blue; on 1906 stamps in red blue black yellow and green. O.B. overprints were also made on the centavo and peso stamps of the Philippines per order of May 5 1907. End of excerpts from Scott note.
    Some private businesses and corporations were also authorised to overprint or handstamp stamps used in commercial correspondence with their logo or privately produced designs, including Heacocks, Philippine National Bank, and the Tagle overprints among many.

    1. No claim will be accepted after 4 months from the date of payment by the buyer.
    2. No extensions for delays in the postal services or the expertising authorities will be given and the buyer is responsible for all costs of the expertising authority.
    3. Any claim must be accompanied by a return of the stamp/s to me at the buyer's cost in the same condition as shipped and without alteration or other mark.
    4. Each claim must be accompanied by an original certificate from the Philatelic Foundation, APES, or Philatelic Traders Association or other approved expertising authority stating that the stamp or overprint is not genuine. A certificate by an authority which states that it is not able to express an opinion will not be a valid ground for return.
    5. The full purchase price and full shipping cost will be refunded through the Purchaser's PayPal account and not through the eBay claims process.
